Ukrainian shelling of Russian-controlled Kherson injures four-year-old girl
A residential building has been hit in Ukrainian shelling of the Russian-occupied city of Kakhovka in Ukraine’s Kherson region, injuring a four-year-old girl, according to Governor Vladimir Saldo.
“One of the trading objects was destroyed. The supermarket and shops near the destroyed facility were damaged. Due to shelling damage to the gas distribution point, Kakhovka and several settlements in the district – Malaya Kakhovka, Lyubimovka, Korobki, Kamenka – remain without gas,” he added in a statement on Telegram.
Restoring Ukraine energy facilities will cost ‘billions’: Minister
Ukrainian Energy Minster German Gerashchenko says the damage from last week’s Russian attacks on the country’s energy facilities is likely to run into the “billions” without specifying the currency.
“We need more time [to assess the damage] because there are large amounts of debris,” Gerashchenko told journalists.
In terms of the cost of the repairs, “the real figures will be after assessment of the damage, but I think it is in the region of billions for sure,” he said.
Russian brokers launch frozen asset swap scheme
Russian brokers have launched a swap scheme that could allow Russian investors to sell their frozen foreign securities to non-resident investors for assets stranded in Russia.
Moscow presents the plan as a way for both Russian and foreign investors to free up assets that have been blocked by Western sanctions and Russian countermeasures since the start of the full-fledged conflict in Ukraine more than two years ago.
The Finance Ministry has appointed Voronezh-based broker Investitsionnaya Palata (Investment Chamber) to run the scheme. The broker said it has set starting prices for purchasing foreign securities and retail investors wishing to take part could submit offers until May 8.
Russian-owned foreign securities are to be pooled into lots. Foreign buyers can bid on them from June 3 to July 5 with payments to be made from special “type C” accounts in Russia, which are otherwise effectively blocked.
“The offers submitted by Russian private investors will be irrevocable until September 1, 2024,” the broker said in a statement. “After submitting their offers, sellers will be temporarily unable to dispose of the foreign securities offered for purchase but will retain ownership.”

Russian ambassador fails to appear at Polish ministry after summons
The Russian ambassador to Poland has failed to appear at the Foreign Ministry in Warsaw despite being summoned, according to a ministry spokesperson.
After a Russian missile entered Polish air space on Sunday, Deputy Foreign Minister Andrzej Szejna told private broadcaster Polsat News that the ministry was intending to summon the Russian ambassador.
In a statement from the ministry after the violation, Poland called on Russia “to stop terrorist air attacks on the inhabitants and territory of Ukraine, end the war and address the country’s internal problems”.

Turkish ombudsman to visit prisoner camps in Russia, Ukraine: Report
Turkish ombudsman Seref Malkoc has announced plans to visit Russia’s and Ukraine’s camps for their prisoners of war this week to assess their conditions, according to his interview with Turkey’s Sabah newspaper.
Malkoc said the visits should be an important step in creating a “humanitarian corridor” to return prisoners and children.
He added that he would submit reports on the conditions of the camps to the two countries’ governments and international organisations.
Number of injured people in Kyiv rises to 10: Mayor
Kyiv Mayor Vitali Klitschko says the number of injured people has reached 10 after debris from two downed Russian missiles wreck part of a three-storey building in the Pechersk district.
He wrote on Telegram that one of the victims was in hospital and another injured person, a 16-year-old girl, was discharged.
“Rescuers continue to sort through the rubble of the destroyed building,” he added.
Two Patriot systems hit in Russian attack on Kyiv: Report
Two Patriot anti-aircraft missile systems were hit by a missile strike at Zhuliany airport in Kyiv, the state news agency TASS reported.
“We confirm the defeat of two Patriots in Zhulyany,” TASS cited law enforcement agencies as saying.
Russia’s air defences down 148 drones over Donetsk: Report
In the past 24 hours, Russia’s air defences have downed 148 Ukrainian drones above the so-called Donetsk People’s Republic (DPR), the separatist part of Ukraine’s Donetsk region, the state news agency TASS reports, citing regional defence headquarters.
It added that Russia’s Federal Security Service’s (FSB) branch in the DPR said the drones were shot down above the cities of Donetsk, Makiivka and Yasinovataya.
Russia’s new units ‘sufficiently staffed’, but resourcing problems expected: UK intelligence
The British Defence Ministry says Russia’s new army units will likely be a mix of mechanised, armoured, artillery and logistics.
“It is a realistic possibility that these new formations are linked to previous new unit announcements and planned brigade to division uplifts,” the ministry wrote on X in its intelligence update.
“Given Russia’s successful recruitment efforts, it is likely that the units can be sufficiently staffed. However, given Russia’s limited training, widespread use of legacy equipment, and infrastructure issues, it is likely these units will suffer similar resourcing problems”.
Last week, Russian Defence Minister Sergei Shoigu announced that Russia would create two new armies this year.

Key events on day 760 of Russia’s war on Ukraine
It’s day 760 of the war, and these are some of the key developments:
- Russia’s defence ministry said its forces destroyed 11 Ukraine-launched drones over the southwestern Russian Rostov region.
- Ukrainian President Volodymyr Zelenskyy said efforts to restore power supplies were under way in various regions.
- Volodymyr Kudrytskyi, the chief of Ukrenergo, said the latest wave of strikes caused damage of at least 90 million euros ($97m).

One person killed in Russia’s Belgorod region: Governor
At least one person has been killed from the Ukrainian shelling in the Grayvoronsky urban district of Russia’s Belgorod region during an evacuation of residents, according to the governor of the region, Vyacheslav Gladkov.
“Several cars […] were hit by the enemy, one person died during the evacuation. We have never had such stories. The situation continues to remain extremely difficult,” Gladkov said.
He added that the military gives food packages and medicines to the residents who remain in the village of Kozinka of Grayvoronsky district.
Last week, Gladkov announced that 1,200 children from areas most at risk will be temporarily transported to other Russian regions, and he said that about 9,000 people have asked to be evacuated.
Russia claims killing 120 Ukrainian soldiers near occupied Avdiivka
Russia’s Defence Ministry says the situation on the front line in the direction of Avdiivka, which its forces captured last month, has “improved”.
“Servicemen have repelled 10 counter-attacks of 25th airborne, 59th motorised infantry, 53rd, 47th mechanised brigades of the AFU (Armed Forces of Ukraine) near Novogorodskoye, Umanskoye, Tonenkoye, Semyonovka, Pervomayskoye, and Berdychi (Donetsk People’s Republic),” the ministry wrote on Telegram.
It added that Ukraine lost “up to 120 servicemen, six tanks, two armoured fighting vehicles, and two motor vehicles”, during the battle.
Ukraine has not commented on the attack so far.
Zelenskyy marks Security Service of Ukraine Day
Ukrainian President Volodymyr Zelenskyy has marked Security Service of Ukraine Day, thanking all the employees of the SSU special forces who bolster the country’s defences.
“We rely on the fortitude of its special forces on the front lines. The SSU’s strength also aids in countering enemy operations against Ukraine’s internal unity. And we are confident that the SSU’s effectiveness as a key component of our Defense and Security Forces will bring our shared victory closer,” Zelenskyy wrote on X.
“I am grateful to all SSU employees who work tirelessly for Ukraine. May the memory of all SSU warriors who sacrificed their lives to defend our state and people be blessed,” he added.

Number of casualties after Kyiv attack rises to 7: Mayor
Kyiv Mayor Vitali Klitschko has updated the number of those injured in the Pechersk district to seven people after Russia’s early morning attack.
“Two of them are hospitalised. Others were treated by medics on the spot. Rescuers continue to clear the debris,” he wrote on Telegram.
“Next to the destroyed premises of the state educational institution is a dormitory where there were many people. Fortunately, there was no damage, and no one was injured.”
Kyiv missile attack injures at least 5 people
At least five people, including a teenage girl, have been injured during Russia’s attack on Kyiv this morning.
“Five people were injured in the Pechersky district. Three were treated at the scene. Two were hospitalised,” Kyiv’s Mayor Vitali Klitschko wrote on social media.
Earlier, he said one of those being treated in hospital was a 16-year-old girl.
Ukraine’s top diplomat calls on allies to supply more air defence weapons to Kyiv
Ukraine’s Foreign Minister Dmytro Kuleba has called on international allies to supply more air defence weapons to Kyiv following this morning’s attack.
“There are no atrocities Russian b******* would not commit, including an attempt of a ballistic strike at the heart of a multimillion city,” Dmytro Kuleba wrote on X.
“This is a reminder that Ukraine urgently requires more air defense, particularly Patriot systems and missiles capable of repelling any Russian attack.”
Ukraine maintains high energy imports after Russian attacks: Ministry
Ukraine’s Energy Ministry says the country maintained high electricity imports and planned no power exports after Russian attacks on the energy sector.
“For the current day, electricity imports are forecast at 14,887 megawatt hours (MWh). No exports are expected,” the ministry said in a statement.
Last week and over the weekend, Russia attacked Ukrainian generating and transmission facilities, causing significant blackouts in many regions.
Separate overnight Russian attacks prompt emergency power outages in Odesa
Ukraine’s top energy provider, DTEK, has said emergency power outages are in place in Odesa after an overnight Russian air attack damaged one of the high-voltage facilities.
“The situation remains difficult,” DTEK said on Telegram. “In order to reduce the load on the network, electric transport will not operate in the city today, and industrial consumption is also limited.”
DTEK said power was restored to two city districts by this morning.
The administration of Odesa also said on Telegram that several waves of drones attacked the city and the region. Four of them were shot down over the Odesa and neighbouring Mykolaiv regions. The administration added that debris from a falling drone sparked a fire at the power facility, which was put out.
The Ukrainian military also said air defences destroyed eight out of nine Russian drones launched overnight.
Russia launched missile attack from Crimea: Ukraine’s air force commander
Mykola Oleschuk, the commander of Ukraine’s Air Force, has said on Telegram that the missiles had been launched from the Russian-occupied Crimea Peninsula.
He added that two of them were downed by the Ukrainian forces.
