Who is responsible for Syria’s malnourished children?

UN says two million Syrian children are in desperate need of help, as starvation becomes a weapon of war.

The Syrian government says it will allow aid agencies to deliver supplies to three besieged towns where residents are starving.

But the Syrian Emergency Task Force says it might be too late for many families.  

Towns along Syria’s western border have been blockaded for months now, as starvation becomes a weapon of war.

So, what can the world do to help the people of Syria?
