Richard Armitage, a former deputy secretary of state, says he hopes he would have resigned from the Bush administration had he known the CIA waterboarded detainees.
However, Armitage told Al Jazeera’s Avi Lewis on the Faultlines programme that he did not think those who took part should be punished.
