Muammar Gaddafi, the Libyan leader, has often said that a bigger share of the country’s oil revenues must go to ordinary Libyans.
Power and wealth should be in the hands of the people, he said.
But on Tuesday, the congress voted to delay Gaddafi’s plan, with sliding oil prices seen as the main cause of the delay.
