Yemen’s map is being redrawn again in a move towards giving states more power. The president has approved six new regions, but will it worsen existing divisions? The plan for federalism was immediately rejected by southern separatists who argue it puts them at a disadvantage. The move comes as Yemen battles the growing influence of Houthi fighters, increasing attacks by Al Qaeda elements, a humanitarian situation, and a stagnant economy.
