The European Union is rolling out stricter car emissions tests, in the wake of the Volkswagen scandal. The German car manufacturer's diesel emissions cheating left the EU facing accusations of lax rules.

    The German car manufacturer's diesel emissions cheating left the EU facing accusations of lax rules.

    But environmentalists say the new tests don't do enough to protect Europeans from harmful pollution.
