Move at UN to refer Syria crimes to ICC
France drafts Security Council resolution despite uncertainty over its fate given Russia and China’s positions.

Al Jazeera has learned that the UN Security Council will vote next week on whether to refer crimes committed in Syria during three years of warfare to the International Criminal Court.
France has drafted a resolution but it is far from certain that it will avoid a veto from Russia or China.
