Foreign ministerial delegations fail to agree on who should represent Syria at the talks in Kuwait.

Even before its opening session, the Arab League Summit in Kuwait has highlighted deep divisions.
Ministerial delegations failed to agree on who should represent Syria with Algeria, Lebanon and Iraq opposed to granting the role to the opposition.
The talks are set focus on the war in Syria, divisions between gulf states and the continuing unrest in Egypt.
