UN ambassadors express increasing frustration about settlement activity and stalled membership drive.

    The US is coming under fire at the UN for blocking condemnation of Israeli settlement construction in Palestinian territory.

    There is also growing frustration over the Security Council's failure to vote on Palestine's application for membership.
