Israel siege halts Gaza projects

Aid money pledged by the international community has been paid, but can't be spent.

    It is three years since the international community promised Palestinians $7.7bn at an aid conference in Paris.

    And on Thursday, donors are meeting again.

    But in Gaza, Al Jazeera has found that while the promised money has been delivered to international organisations, Israel's siege has meant it cannot be put to use.
