Contractors for US government healthcare website tell Congress that site may not have been ready to go public.

    Contractors for the US government's troubled healthcare website say the site may not have been ready to go public.

    They are testifying before the Republican-controlled House of Representatives.

    Among the contractors appearing before the House Committee is the Canadian technology firm CGI, which designed and built the website.

    It is Canada's largest technology company.
