    Sweeping budget cuts are beginning to take effect in the United States, the result of a failure by president Barack Obama and congressional leaders to reach a budget compromise.

    One of the hardest-hit US states will be the biggest one, California, where budgets for everything from high-tech medical research to meals for the elderly are being slashed.
