Obama sets out foreign policy course

State of the Union speech outlines withdrawal of 34,000 troops from Afghanistan and warns North Korea over nuclear test.

    US President Barack Obama has announced during his State of the Union address that the US will withdraw 34,000
    troops from Afghanistan within a year.

    Obama also promised to help the world respond to North Korea's actions after it conducted its third nuclear test.
