What steps can governments take to make reporting safer?

Journalists threatened, beaten and murdered. Between 2004 and 2013, 370 men and women were killed because of their profession, according to the Committee to Protect Journalists. But in less than 5% of those cases are the masterminds ever prosecuted. In the hopes of urging member states to do more, the United Nations General Assembly proclaimed November 2 as International Day to End Impunity for Crimes against Journalists. What steps must governments take to ensure journalists are protected?
