    President Donald Trump is reluctant to take punitive measures against Saudi Arabia if it's found to be responsible for Jamal Khashoggi's disappearance.

    Despite pressure from Senators from both parties, he's opposed to halting a multibillion-dollar arms deal with Riyadh.
