Haiti swears in provisional election council to try to curb protests hours before UN Security Council members arrive.

Haiti has sworn in a provisional election council just hours before the arrival of members from the United Nations Security Council.
It is a key step towards avoiding a constitutional crisis.
But as protests against the president continue, the country is still locked in political crisis.
