Ban Ki-moon, the UN Secretary General, is in Haiti for the first time since cholera killed more than 8,000 people.
The outbreak was widely blamed on UN soldiers from Nepal, which has led to lawsuits and demands for an apology.
But the UN is still claiming immunity from prosecution.
