Scepticism mounts over South Sudan talks
US envoy tells Al Jazeera there cannot be progress unless there is a ceasefire on the ground.

Delegates from both sides in South Sudan’s conflict have arrived in Ethiopia’s capital for talks.
Government forces loyal to President Salva Kiir and rebels backing Riek Machar, the former vice president, have both been accused of committing atrocities in the conflict.
But Susan Page, the US ambassador to South Sudan, told Al Jazeera that she was sceptical progress can be made before there is a ceasefire on the ground.
