EU seeks to clean up pollution permit system
Bloc to decide when it will cut number of ‘carbon permits’, which allow businesses to pay to continue polluting.

The European Union has announced that it will meet its target of cutting greenhouse gas emissions by 20 percent by the year 2020.
But part of its strategy, allowing firms to trade carbon permits, has been criticised for allowing industry to keep polluting.
On Wednesday, the EU decides when it will withdraw some of those permits, hoping it can mend what some call a broken system.
