Obama to outline spying policy changes
Rights activists say recommended reforms to NSA’s surveillance programme will not be enough to fix problem.

Barack Obama is due to announce his new surveillance policy on Friday.
The National Security Agency’s programme has become increasingly unpopular after revelations it has been spying on millions of citizens worldwide. But even if the US president adopts most of the reforms recommended by his own advisers, civil- and privacy-rights advocates say they would not be enough to fix the problem.
