New Delhi vows to open more homeless shelters

Northern India is experiencing one of its coldest winters in years, and the near-freezing temperatures have brought attention to the thousands of Indians living on the streets.

About 4,000 people in the capital New Delhi still need access to homeless shelters.

And now, the government is promising to find shelter for everyone.
