They have already convinced members of the Lower House of Congress to leave out the most controversial measure of an education reform package – teacher evaluations.
President Enrique Pena Nieto says he wants to improve Mexico’s poorly performing schools.
But teachers insist they are being used as scapegoats for the real problem, inadequate budgets and endemic corruption.
