NATO and the Afghan government say a programme to lure Taliban fighters away from the battlefield has been a success.
But some former Taliban members have rejoined the armed group after being disappointed by the so-called Peace and Reintegration process, which began in 2011.
Part of the problem, they say, is that the government has failed to deliver on its promises to build basic infrastructure, including roads, schools and medical facilities.
