Troops lack surveillance systems that withdrawing NATO troops have been using to glean crucial intelligence.
The US says it will not apologise to Afghanistan for mistakes made during the 12-year-old invasion of the country. Afghan tribal elders and politicians are due to decide on a major security agreement with the US. It includes immunity as well as the presence of troops after the 2014 withdrawal.
