A Russian skipper is being blamed for the deaths of nine people in the country’s second fatal boat accident in a month.
The captain of the vessel, who reportedly had a history violations, and eight others died in the accident in Moscow when the overcrowded riverboat collided with a barge.
Seven of the passengers, who were on board to celebrate a birthday, managed to swim to safety.
