Chavez heralds new regional alliance
Community of Latin American and Caribbean States brings together 33 nations but excludes the US and Canada.

Venezuelan President Hugo Chavez has opened the first summit of a new regional bloc of Latin American and Caribbean leaders in Caracas.
The alliance of 33 nations – known as CELAC – excludes the United States and Canada. Chavez said the time had come to put an end to what he called US hegemony.
