The floodwaters in and around the Thai capital have receded but authorities still have a lot to do: piles of garbage have to be cleared, canals dredged and water pumps repaired.

Adding to the government’s woes, it is facing civil lawsuits for the way it handled the worst flooding to hit the Southeast Asian nation in 50 years.
