Pennsylvanian city close to broke

The governor of Pennsylvania, in the US, is close to declaring a financial emergency and has signed a bill giving himself unprecedented power to take financial control of the city of Harrisburg.

The state’s capital city is trying to rescue itself from the fate of similar municipalities – and a $300m debt that could see it financially ruined. But some councillors disagree with the city and state’s rescue plan and have made worldwide headlines by filing for Chapter 9 bankruptcy protection.
