The US government has formally declared six greenhouse gases harmful to public health, paving the way for Barack Obama, the US president, to bypass congressional approval to order cuts in emissions.

The announcement has boosted hopes of achieving an agreement at the UN climate change summit in Copenhagen to address global warming.
