A massacre in the southern Philippines prompts state of emergency to be declared.

A state of emergency has been declared in parts of the southern Philippines a day after a massacre – apparently linked to the country’s upcoming elections.

The killings took place in Maguindanao province of the southern island of Mindanao – a region dominated by a few politically-powerful families.

Soldiers and police are searching for a provincial governor implicated in the massacre of at least 22 people.
