The government says 4,750 people died in coal mine accidents last year – making an average of 13 deaths a day.
 
Labour groups say it is common for mine owners to delay reporting accidents or not report them at as they push production beyond safety limits in the face of robust demand and profits.
 
China is the world’s largest coal producer and consumer and has more than 5 million coal miners.
