Local residents rushed to the scene of the incident to help those injured, the report added.
Police have been investigating the cause of the crash, which authorities have described as Cuba’s deadliest accident in years.
In June, 11 people were killed and 50 were injured when a truck flipped over in the Santiago area.
Cuba’s has been criticised for its lack of adequate public transport and the fact buses and trains become dangerously overcrowded.
Other vehicles such as trucks in rural areas are often used as makeshift buses where none operate.
