The blast also damaged nearby ministries, including the finance and oil ministry, which caught on fire.
At least 15 people were injured in the attack.
It is the first time Norway has been bombed since the Second World War in the early 1940s.
Stoltenberg said it was too early to call the blast a terror attack.
Norway has previously received threats from al-Qaeda over its involvement in combat operations in Afghanistan, where it has 406 troops.

The Scandinavian country has also taken part in the NATO bombing of Libya, where Muammar Gaddafi, the Libyan leader, has threatened to strike back in Europe.
Sections of Oslo’s main hospital were evacuated to clear space for victims of the blast.
There was widespread shock and surprise among the Norwegian people that the country was targeted.
