    Uthman held various posts in the Kurdistan Democratic Party in the 1960s. He was close to Mulla Mustafa al Barazani before moving to London, where he founded the Kurdish Socialist Party. He visited Israeli and played a key role in coordinating the relations between Mulla Mustafa and Israel.
