German chancellor promises $40 billion in public spending three months before she stands for re-election.

    German Chancellor Angela Merkel is promising big public spending as part of her election platform.

    It's still three months before Merkel stands for re-election, but her Christian Democtrats are the last of the major parties to publish their election plans.

    Not everybody is happy with her promises of a $40bn handout.
