Philippines arrests ex-general 'The Butcher'

Jovito Palparan, accused of torture, killings and enforced disappearances, captured after three years in hiding.

    Retired military general Jovito Palparan has been captured and arrested after three years of hiding. 

    Palparan, also known as "The Butcher", has been accused of torture, killings and enforced disappearances in the Philippines.

    Human rights activists say his legacy of impunity lives on within the Philippine military, a legacy entrenched in abusing and terrorising targeted civilians.

    Al Jazeera's Jamela Alindogan reports from the capital, Manila.
