Iran has delayed its response to an International Atomic Energy Agency (IAEA) sponsored deal to ship most of its nuclear fuel to Russia for further processing. At the same time a group of the agency's inspectors are in Iran to examine the country's second nuclear plant which is currently under construction.Is Iran sending confusing messages to the international community?
