Are video recordings of attacks forcing Israel to address this problem?

Israeli police have arrested two settlers in the West Bank, charging them with assaulting a Palestinian family.

The attacks were caught on camera and are the first to result in arrests.

B'Tselem, an Israeli human rights group, has been giving Palestinians video cameras as part of its 'Shooting Back' scheme.

The video advocacy project, which works with families who live in close proximity to settlements, is designed to allow Palestinians in high-conflict areas to bring the reality of their lives under occupation to the attention of the Israeli and international public.

The footage shot on June 8 shows four masked figures walk up to some shepherds and attack them with clubs.

Inside Story asks if the arrests are a tactical move because of the video evidence or if they are a sign of a more serious investigation into settler violence by the Israeli police.
