British monarch delivers austerity message in speech outlining new government's agenda.

    Queen Elizabeth II has delivered a sombre message of austerity in a speech outlining the plans of Britain's new coalition government.

    The measures include capping non-European immigration, holding a referendum on changes to the centuries-old political system and steps to reduce the country's record budget deficit.
