Poor town planning and slow emergency response blamed for failing to prevent flood devastation.

    Istanbul's residents have blamed poor town planning and a slow emergency response for failing to prevent the devastation caused by floods over the last few days.

    They also blame what they claim is endemic nepotism and corruption.
