Tusk, who had travelled to the airport, said: “Soldiers, husbands, and fathers have died, and that is the most tragic result of this catastrophe.”
He said it was a “huge loss for the Polish air force”.
‘No survivors’
Bogdan Ziolkowski, an airport spokesman, said that no one survived the accident.
At about 7pm (18:00GMT) the flight was approaching the town of Miroslawiec in West Pomerania, where a Polish air force base is located, when it crashed.
The Spanish-built CASA C-295M military transport aircraft clipped trees about 3km from the runway, crashed and caught fire.
Miroslawiec was the fourth of six scheduled stops for the flight.
