Meanwhile, search operations resumed on Wednesday for 26 passengers of a ferry that capsized in northeastern Cagayan province on Sunday, drowning at least 30 people.
Vice-Admiral Wilfredo Tamayo, the coast guard chief, said the ferry was carrying twice as many passengers as the 50 it was authorised to, and that criminal charges would be filed against those who allowed the overloaded Maejan to sail.
