The first European Union delegation to visit Zimbabwe in seven years has said relations are "entering a new phase".
But officials said sanctions imposed on the country will not to be lifted.
The EU remains the main source of aid to Zimbabwe.
More than $800m has been given in humanitarian aid since 2002, when sanctions targeting President Robert Mugabe and his allies were imposed.
