Netherlands sets model of flood prevention

World leaders and scientists are meeting in Germany for COP23, the annual UN climate change conference. It comes as many parts of the world are feeling the effects of rising sea levels, extreme weather and floods.

Cities are looking for ways to strengthen their defences against prospective flooding, and they are turning to the Netherlands for answers.
