Between 1948 and 1954, 60,000 men, women and children were massacred on the tiny island of Jeju by the South Korean army. In 2005, the South Korean government declared Jeju the 'Island of Peace', but just six years later construction began there on one of the world's largest naval bases. The islanders fear it will put them back in the line of fire and trigger an arms race in the region.
